CENTRE COUNTY COMPETITIVE COMMUNITY DEVELOPMENT BLOCK GRANT FINAL PUBLIC HEARING

It is the intent of Centre County to submit an application, on or about January 31, 2021, to the Pennsylvania Department of Community and Economic Development (DCED) for Federal Community Development Block Grant Competitive (CDBG-C), in the amount of $1,148,650. These funds, if awarded, will be allocated to the Haines-Aaronsburg Municipal Authority for their water well rehabilitation project.

A public hearing to receive comments, documentation of public testimonials, and letters of support for the proposed use of the CDBG Competitive funds will be held on December 18, 2020 at 4:00 PM. Keeping with federal and state guidelines regarding COVID 19, this meeting will take place as a virtual video web and tele conference. As an alternative, Centre County will accept written comments on the proposed use of CDBG Competitive funds until 2:00 PM on December 18, 2020. The Centre County Commissioners will then consider the approval of the County’s CDBG Competitive application on January 5, 2021 at 10:00 AM during the regular scheduled Commissioners Meeting.

4 County Rural Broadband Expansion Project ISP Meeting

SEDA Council of Governments (SEDA-COG), in partnership with Union, Clinton, Lycoming, and Northumberland counties has been awarded funding from the Appalachian Regional Commission (ARC) to incentivize Internet Service Providers (ISPs) to build out highspeed internet in un/underserved areas.

An ISP meeting will be held on December 17, 2020, 11:00 AM to allow the ISPs an opportunity to become educated on the project, as well as provide feedback and discussion before the Request for Proposal (RFP) is published.  ISP support is critical for this project.

Keeping with federal and state guidelines regarding COVID 19, this meeting will take place as a virtual video web and tele conference.

Graphic Design & Print Service Request for Proposal

SEDA-Council of Governments proposes to use a recently approved USDA Rural Business Development Grant to create a marketing brochure. Proposals are requested for the graphic design and printing of these materials. Complete proposal details, including the required proposal format, may be obtained by downloading the RFP below or contacting:

Proposals will be accepted until November 16th, 2020 at 3:00pm when they will be publicly opened at the SEDA-COG Board Room. Cost proposal on the form provided on the last page (6) of this document, WBE/MBE certification (if applicable) and two (2) samples of previous work should be sealed in an envelope and clearly marked on the outside, “Graphic Design/Printing Services Proposal,” and submitted to:

Request for Quote – Electrical Inspection Service

RE: Electrical Inspection Service RFQ

Please quote on performing an electrical inspection for the following community utilizing the enclosed inspection criteria, and quote form.
Quotes for electrical inspection service will be due to SEDA-Council of Governments (SEDA-COG), 201 Furnace Road, Lewisburg, PA 17837 by 2:00 P.M. on Tuesday, November 17, 2020. This is a public bid opening; therefore, all bids received will be opened at 2:00 P.M. on Tuesday, November 17, 2020.
All quotes shall be sealed and clearly marked on the outside, “Sullivan County Electrical Quote” and must be received no later than 2:00 P.M., prevailing time Tuesday, November 17, 2020. Quotes that are faxed or e-mailed cannot be accepted.

Locations: Sullivan County – County-wide

General Terms and Conditions:

  1. 1. All dwellings to be inspected will be single-family homes.
  2. 2. We will attempt to order two initial inspections at a time. The general contractor will call to order the final inspection.
  3. 3. As part of the initial inspection service, the electrical inspector shall provide SEDA-COG with a list of deficiencies and required repairs. This list of deficiencies and required repairs shall be emailed to Joel Ruch, Housing Rehabilitation Specialist, at SEDA-COG (jruch@seda-cog.org), within ten (10) working days from the date of the request for inspection and shall be in writing.
  4. 4. The final inspection will be ordered by the contractor upon completion of all the electrical work. All final inspections shall be conducted within five (5) working days from the time the contractor calls for the inspection. The inspection results shall be emailed to Joel Ruch at SEDA-COG (jruch@seda-cog.org).

Prices shall be good for two (2) years from the date of the Agreement should your firm be the successful proposer. Addendums for cost increases can be submitted during the contract period for consideration.
