Request for Proposals: Professional Engineering Construction Services

The City of Shamokin proposes to use a recent $500,000 legislative appropriation through the U.S. Department of Housing and Urban Development (HUD) made possible by U.S. Senator John Fetterman to undertake Phase 1 of critical repairs and renovations to the American Legion Memorial Building. This initial phase represents the first step in a larger, multi-phase effort to restore and modernize the facility.

The following narrative outlines the key responsibilities of the proposers for this phase, encompassing all services from initial design through to final inspection. Proposers should be aware that while the Scope of Services is intended to be comprehensive, it may not capture every minor or incidental engineering task that could arise during the project.

Proposals will be accepted until July 21, 2025, prevailing time, 3:00pm, at which time they will be publicly opened. Proposals shall be on the forms required, sealed and clearly marked on the outside, “Engineering/Construction Services Proposal,” and submitted to:

Request for Proposals: Professional Demolition Services

Professional Demolition Services for HMGP
Acquisition/Demolition Project – RENOVO BOROUGH

This project is funded through the Federal Emergency Management Agency’s (FEMA) Hazard Mitigation Grant Program (HMGP) and administered by the Pennsylvania Emergency Management Agency (PEMA).  The Borough of Renovo, in partnership with SEDA-Council of Governments (SEDA-COG) as the project administrator, is seeking qualified engineering firms to provide professional services for the demolition and site restoration of a single structure with sixteen (16) flood-prone residential rowhome units. All properties have been or will be voluntarily acquired and placed under public ownership prior to demolition.

The selected firm will be responsible for delivering the full scope of demolition-related engineering services, including developing demolition plans, preparing bid specifications, assisting with contractor procurement, obtaining required permits, and providing construction oversight to ensure full compliance with FEMA and PEMA requirements. This includes adherence to 44 CFR Part 80, which governs post-demolition open space and land use restrictions.

Digital Connectivity Technology Program Webinars

The PBDA is hosting two webinars in anticipation of opening the second round of the Digital Connectivity Technology Program (DCTP). Each webinar will provide an overview of the program, review FAQs, and will implement breakout sessions focusing on libraries, non-profits, workforce, and education. Each breakout session will include an awardee from Round One of the program who will provide background on their project and will highlight the key elements that contributed to their success.
