Executive Director

Administration

Kim Wheeler has been the executive director of SEDA-Council of Governments (SEDA-COG), since January 2021. However, she is a SEDA-COG veteran, having worked at the agency from 2003 to 2007 as senior planner with the former Community Resource Center where she was in charge of rural and urban planning projects and initiatives. She joined SEDA-COG with expertise in the local and state government arenas, as well as in urban and regional planning, strategic planning, and local government policy development. Her tenure in central Pennsylvania has been characterized by public-private partnership-building, developing innovative initiatives, providing local government leadership, and helping communities craft plans that lead to impactful results for the long term. Prior to returning to SEDA-COG, she spent time working at every level of government in PA. Immediately prior to this post, she was the special projects coordinator and grants manager at the Borough of Lewisburg. She was the deputy director of planning at the County of Lycoming from 2014 to 2019, along with working there for two prior years. From 2007 to 2012, she was the local government policy specialist and north-central region community planner for the state Department of Community and Economic Development (DCED). Kim earned her Master of Regional Planning from Cornell University in Ithaca, New York, and her Bachelor of Landscape Architecture from SUNY College of Environmental Science and Forestry in Syracuse, New York. She earned her planning certification from the American Institute of Certified Planners (AICP) in 2007.

Rose joined SEDA-COG in February 2011, serving as the Executive Assistant to the Executive Director. She now also serves as the Executive Assistant to both the Executive Director and the Assistant Executive Director, along with providing oversight of the Human Resources department. Rose received an associate degree from Newport Business Institute in Executive Secretarial studies. Prior to SEDA-COG, she worked for Finlay Fine Jewelry, a fine jewelry leasing company, as a Merchandise Analyst and Manager.

Moyer, Kristen

Moyer, Kristen

Community Relations Director

Administration

Kristen Moyer serves as the community relations director at SEDA-Council of Governments (SEDA-COG). She has worked at SEDA-COG for 30 years. She previously held positions in the community development program and the procurement technical assistance center. In her current position, Kristen strengthens the agency’s relationships with its partners which include chambers, Industrial Resource Centers, Small Business Development Centers, as well as support local, state, and federal elected officials as they serve their constituents. Kristen graduated from Shippensburg University with a Bachelor of Arts degree in Geoenvironmental Studies. Kristen resides in Delaware Township, Northumberland County. She is a 1996 graduate of Leadership Susquehanna Valley (LSV) and served on the LSV board of directors for 8 years. She is also a 2000 graduate of the Pennsylvania State University’s Rural Leadership Program. Kristen is a member of the board of directors of the Greater Susquehanna Valley United Way, where she currently is the board chair and serves on the Delaware Township Planning Commission.

Owens, Amanda

Amanda Owens, Human Resources Director for SEDA-Council of Governments (SEDA-COG), has been on staff since 2015. Before beginning her career at SEDA-COG, Amanda worked as Marketing Director for two medical facilities in Philadelphia, PA. In her current position, Amanda works closely with the Executive staff to help develop and implement policies, procedures, and activities consistently throughout the organization. As Human Resources Director, Amanda recognizes the importance that each SEDA-COG staff member plays within the organization & region and dedicates herself to serve the staff in hopes to achieve a positive and optimistic organizational culture. Amanda resides in Ralpho Township, Northumberland County. She graduated from Bloomsburg University with a Bachelor of Science degree in Business Administration with a concentration in Marketing. She currently holds her Professional in Human Resources (PHR) certification from the Human Resource Certification Institute (HRCI) as well as her Certified Professional (SHRM-CP) certification on behalf of the Society for Human Resource Management (SHRM). Although Amanda does not work within the communities surrounding us, she believes that the staff that she proudly serves are of the highest excellence and truly embodies, embraces, and fully represents SEDA-COG’s mission.

Hornberger, Bo

Fiscal Controller

Bo Hornberger serves as the fiscal controller at SEDA-Council of Governments (SEDA-COG). He joined the SEDA-COG team in March 2017. Prior to SEDA-COG, Bo worked for 10 years in public accounting and one year with a non-profit in Williamsport. His focus in his public accounting work was on accounting and taxes of businesses and individuals, accounting and auditing of governmental entities and non-profits. Bo graduated from Pennsylvania College of Technology with a Bachelor of Science degree in accounting in 2006. Bo resides in Cogan Station, Lycoming County. He is a member of the board of directors of Hepburn-Lycoming Little League, where he is the safety officer and a volunteer youth softball coach.
