The Community Revitalization Program at SEDA-Council of Governments (SEDA-COG) is dedicated to transforming communities across our 11-county region into vibrant, sustainable, and resilient places to live, work, and thrive. Led by Betsy Kramer, CEcD, EDP, a seasoned professional with nearly 20 years of experience in entrepreneurial, economic, and community development, and a certification in Business Contracts from Cornell Law School, our program focuses on creating meaningful partnerships and innovative solutions tailored to the unique needs of each community.
Program Focus Areas:
1. Community Capacity Building
We empower communities by providing the tools, training, and resources needed to enhance local leadership, foster collaboration, and achieve long-term goals. From securing grants to coordinating stakeholders, we help communities unlock their full potential.
2. Municipal Services
Our team works closely with local governments to deliver tailored support for transportation, infrastructure, and public service projects. We assist with project planning, grant applications, and implementation to address critical municipal needs efficiently and effectively.
3. Community Resiliency
Recognizing the challenges posed by changing economic, environmental, and social conditions, we help communities develop strategies that promote sustainability, adaptability, and preparedness. Our expertise includes flood resiliency and mitigation, working with communities to reduce risks, enhance infrastructure, and safeguard critical assets against natural disasters. Through strategic planning, resource alignment, and community engagement, we build pathways to lasting resiliency and stronger, safer communities.
4. Brownfield Remediation and Redevelopment
Our Brownfield Program transforms underutilized or contaminated properties into opportunities for growth. We provide technical assistance and funding support through our Revolving Loan Fund for environmental remediation and grant-funded assessments and reuse planning at no cost to eligible property owners. By revitalizing these spaces, we pave the way for economic growth and community renewal.
5. Entrepreneurship Development
With Betsy’s deep roots in entrepreneurship, we actively support small businesses and startups as vital contributors to community vitality. Through partnerships, targeted initiatives, and access to funding, we help entrepreneurs grow their ventures and foster innovation that drives local economic development.
Pilot Program: Shamokin
In 2019, SEDA-COG launched a pilot program in the City of Shamokin to support revitalization efforts. Since then, we have helped secure over $15 million in new funding for transformative projects and initiatives, including infrastructure upgrades, brownfield redevelopment, and community improvements. A key success of this program is the establishment of a full-time Downtown Manager, a position fully funded by grants through July 1, 2026. This critical role, now employed by the City of Shamokin, ensures continued focus on economic development and downtown revitalization, leaving a lasting impact on the community.
