Lewisburg Borough Seeks Proposals on Flood Mitigation Study

The Borough of Lewisburg is seeking proposals from firms that wish to provide consulting services to undertake a Borough-wide flood mitigation study to improve the Borough’s ability to withstand a flooding event, minimize damages, and recover rapidly. This project has been financed in part by a Strategic Management Planning Program Grant from the Commonwealth of Pennsylvania, the Department of Community and Economic Development.

The Borough is working in cooperation with SEDA-Council of Governments (SEDA-COG) to solicit Professional Service Providers to undertake the study. The Request for Proposals (RFP) describes the project, the anticipated scope of services, the required consultant expertise and experience, and the information that must be included in the proposal. Failure to submit information in accordance with the RFP requirements and procedures may be cause for disqualification.

The Borough of Lewisburg will evaluate written proposals on the basis of thoroughness, completeness, content, experience, and capacity. The Borough and/or its Agent may conduct interviews with the top ranked proposers.

“Floods have always been a part of life here in Lewisburg. In order to sustain the health and well-being of our citizens for years to come, we have to be proactive in mitigating potential flood damage. This an opportunity for us to learn more about how to protect our homes, our residents, and the community we all love,” said Steven Beattie, Lewisburg Borough’s Community Development and Grant Manager.

Proposals will be accepted until 11:00 AM prevailing time on Tuesday, May 17, 2022, at which time they will be publicly opened and read aloud. Proposals shall be on the forms required, sealed and clearly marked on the outside, “Consulting Services Proposal – Flood Mitigation Study”, and submitted to Mr. Steven Beattie, Lewisburg Borough, 55 South Fifth Street, Lewisburg, PA 17837.

Proposals that are faxed or e-mailed cannot be accepted.

SEDA-COG’s Flood Resiliency Program offers services related to flood resiliency and mitigation assistance both within and outside of its 11-county region. Invitation For Bids: White Deer Commons HVAC

SEDA-COG, on behalf of Union County Housing Authority will receive sealed bids for the purchase of geothermal heat pump split system units at SEDA-COG office, 201 Furnace Road, Lewisburg, PA 17837 until 11:30 a.m. prevailing time on May 4, 2022, at which time and place, all bids will be publicly opened and read aloud.

• 2- ton geothermal heat pump split system unit:
• Carrier or equivalent “GZ Infinity” model G024sXXXNDXX1XX with FB4CNP024L00
• All necessary components, including wiring, piping, drain lines, surge protectors, and manufacturer’s warranty
• Labor to install all components
• Removal of existing units

*Please note federal prevailing wage rates (Davis Bacon and Related Acts/DBRA) will apply. *

A certified check or bank draft payable to the order of Union County Housing Authority, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.

The Equal Employment requirements of Executive Order 11246 are applicable to the supplier, the contractor must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. In addition, Union County Housing Authority is utilizing federal funds for this project, and Union County has adopted a Minority and Women Business Enterprise (MBE/WBE) in accordance with Executive Orders 11625, 12138, and 12432. As such, the bidder/offeror must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more.

Union County Housing Authority reserves the right to reject any or all bids, to waive irregularities, or to negotiate contract amounts. Bids may be held by Union County Housing Authority for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract.

SEDA-COG, on behalf of Kelly Apartment Investors, LLC., will receive sealed bids for the purchase of HVAC units at SEDA-COG office, 201 Furnace Road, Lewisburg, PA 17837 until 11:00 a.m. prevailing time on May 4, 2022, at which time and place, all bids will be publicly opened and read aloud.

Wall mounted, split, multizone, ductless heat pump system unit, to include:

  • (1) Mitsubishi or equivalent, 20,000 BTU Outdoor Heat Pump, model MXZ-2C20NAHZ2-U1; and
  • (1) Mitsubishi or equivalent, 9,000 BTU ductless wall mounted heat pump air handler, model MSZ-GL09NA-U1; and
  • (1) Mitsubishi or equivalent, 6,000 BTU ductless wall mounted heat pump air handler, model MSZ-GL06NA-U1; and
  • (2) Wireless Thermostats; and
  • (2) surge protectors; and
  • (2) Heat Pump Wall Bracket; and
  • (2) junction boxes; and
  • All necessary components, including line and low voltage wiring, refrigeration piping and specialties, drain lines, slim duct concealment, and
