Public Meeting Opportunity Preliminary Findings of Flood Mitigation Studies in Columbia County

The Columbia County Commissioners are holding another round of public meetings for all residents, businesses, and municipal officials to learn more about the Fishing Creek Watershed and West End flood mitigation studies. The meetings will be held at separate locations:

Tuesday, November 30th starting at 6:30PM – Fishing Creek Flood Mitigation Study
Held in the Large Meeting Room, 702 Sawmill Road, Bloomsburg, PA 17815. Entrance for the meeting room is at the rear of the building.

Wednesday, December 1st starting at 6:30PM – West End Flood Mitigation Study
Held at the Bloomsburg Fire Department, 911 Market Street, Bloomsburg, PA.

Individuals who are interested in attending should register for the session independently or for both sessions. SEDA-COG is assisting Columbia County in the grant administration of the studies. Both projects have been financed by grants from the Commonwealth of Pennsylvania, Commonwealth Financing Authority and the Department of Community and Economic Development. Matt Vanaskie, Senior Project Manager at Herbert, Rowland and Grubic, Inc. said, “HRG is excited to review progress of the Fishing Creek Watershed flood mitigation study with Columbia County municipalities and residents.

To date our work has focused on understanding flooding and wet weather issues in the County based on available information and stakeholder feedback. At this meeting we are seeking to engage the community again to review noted problem areas and preview development/assessment of strategies and solutions that may mitigate flooding and wet weather issues.” Borton-Lawson’s project Technical Lead, Tom Lawson said, “In this second public meeting we will be presenting an overview of our evaluation of existing flood impacts, results of the public survey, preliminary floodwall concepts, as well as non-floodwall flood mitigation alternatives.  Before the formal meeting, we will have maps of the study area on display and team members will be available to answer any questions.”

REQUEST FOR PROPOSALS – Qualified Environmental Professional Community-Wide Brownfield Assessment Grant

The City of Shamokin is seeking a qualified environmental consultant with the capacity to conduct and prepare Phase I and Phase II Assessments, Remedial Action Plans, Quality Assurance Project Plans, and Sampling and Analysis Plans to provide environmental professional services to implement the City of Shamokin U.S. Environmental Protection Agency
(EPA) Community-Wide Brownfields Assessment Grants Project. In 2021, the U.S. EPA awarded the city a $300,000 Community-Wide Brownfield Assessment Grant for hazardous substances.

Question and Answers

  1. 1. Under #4 would a list of current U.S. EPA contracts be acceptable to fulfill this item? For a team, to list all contracts could be an exceptional large list, much of which would not be relevant to this type of work. Also, the RFP asks for contacts for every contract and separately requests references under #7. Would it be acceptable to only list the client name under #4 and provide specific references with full contact information under #7? The only difference is in #4 we are asking for references of clients that you are currently working with, and #7 would be previous professional engagements. I certainly don’t need your entire list, of course. If you provide a few for each, and then state that a full list would be available upon request, that is adequate.
  2. 2. Under #5 Example Remediation Documents – Can you please provide more clarification of what you require? Remedial documents are typically hundreds, if not thousands of pages per report. Could we provide example documents via a single USB drive to eliminate a lot of printing and shipping expenses? If you provide executive summaries and merely state that full reports available upon request, that would certainly be acceptable for me!
  3. 3. Upon our review of the RFQ, I was wondering if you could please provide us with some guidance on what types of remediation documents that the City of Shamokin is interested at reviewing as part of our response to the RFQ? I know that the city is going to face remediation needs such a lead paint, asbestos, waste management – amongst others. If you could just provide a few executive summaries of remediation plans with the wording that full reports are available upon request, that would be sufficient for our needs.
  4. I was trying to locate a copy of the June 26, 2020 Shamokin Brownfields inventory grant final end of project report prepared by AECOM – is this available? Please see this document attached.

Due to the nature of this project, Snyder County will hold a pre-bid meeting at 11:00 am on November 16th, 2021, for engineering firms interested in submitting a project proposal to the Commissioners. Any questions that arise after the pre-bid meeting can be addressed to Angie Kemberling; akemberling@seda-cog.org. Engineers will have this time to tour the project site and get a better understanding of the project. This meeting is not mandatory.

RFQ – Zoning Update, Comprehensive Plan, and Zoning Rewrite

The City of Shamokin is seeking quotations for the services of a consultant (or team of consultants) to undertake a Comprehensive Plan and to update the current Zoning Ordinance to ensure compliance. Additionally, the firm must then overhaul and develop a complete and sound Zoning Ordinance in conjunction with the Comprehensive Plan. The Comprehensive Plan must meet the requirements of Article III of the PA MPC and utilize the Department of Community and Economic Development’s implementable plan approach. The plan will be strategic and will outline workable action plans, means of financing, and capacity to implement.

This project is being financed in part by the Economic Development and Community Development Initiatives grant from the Commonwealth of Pennsylvania, the Department of Community Economic Development. Required proposal format details may be obtained by contacting:
