The City of Williamsport, proposes to use a recently approved Community Development Block Grant to fund facility improvements at Sojourner Truth Ministries. The following narrative outlines the major responsibilities of the proposers. These responsibilities include the entire project from design to final inspection. It should be recognized by all proposers that the Scope of Services included herewith might exclude some minor, incidental Engineering responsibilities not currently identifiable.

Request for Qualifications: Engineering Services

The City of Williamsport, in partnership with SEDA-Council of Governments (SEDA-COG), is soliciting Statements of Qualifications (SOQs) from qualified engineering firms to provide professional engineering and design services for the FEMA-funded LPDM 2023 Levee Rehabilitation Project.

This procurement will be conducted using a Qualifications-Based Selection (QBS) process in accordance with 2 CFR Part 200 and FEMA procurement requirements. Engineering services will support design and permitting for multiple flood mitigation components of the City’s levee system.

Statements of Qualifications are due electronically Wednesday, February 18, 2026 at 4:00 PM (EST). Cost proposals are not requested at this stage.

Request for Proposals: Engineering Services for Construction Oversight and Inspection

The City of Williamsport, in partnership with SEDA-Council of Governments (SEDA-COG), is seeking proposals from qualified engineering firms to provide construction administration, management, and inspection services for improvements at the Arch Street, Spring Run, and Mill Race Levee Pump Stations.

This project is funded through the FEMA Legislative Pre-Disaster Mitigation (LPDM) Program and includes electrical upgrades, standby power improvements, and related construction activities critical to the City’s flood protection system.

Proposals must be submitted electronically no later than February 18, 2026, at 4:00 PM (EST).
