Invitation For Bids: White Deer Commons HVAC

SEDA-COG, on behalf of Union County Housing Authority will receive sealed bids for the purchase of geothermal heat pump split system units at SEDA-COG office, 201 Furnace Road, Lewisburg, PA 17837 until 11:30 a.m. prevailing time on May 4, 2022, at which time and place, all bids will be publicly opened and read aloud.

• 2- ton geothermal heat pump split system unit:
• Carrier or equivalent “GZ Infinity” model G024sXXXNDXX1XX with FB4CNP024L00
• All necessary components, including wiring, piping, drain lines, surge protectors, and manufacturer’s warranty
• Labor to install all components
• Removal of existing units

*Please note federal prevailing wage rates (Davis Bacon and Related Acts/DBRA) will apply. *

A certified check or bank draft payable to the order of Union County Housing Authority, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.

The Equal Employment requirements of Executive Order 11246 are applicable to the supplier, the contractor must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. In addition, Union County Housing Authority is utilizing federal funds for this project, and Union County has adopted a Minority and Women Business Enterprise (MBE/WBE) in accordance with Executive Orders 11625, 12138, and 12432. As such, the bidder/offeror must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more.

Union County Housing Authority reserves the right to reject any or all bids, to waive irregularities, or to negotiate contract amounts. Bids may be held by Union County Housing Authority for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract.

SEDA-COG, on behalf of Kelly Apartment Investors, LLC., will receive sealed bids for the purchase of HVAC units at SEDA-COG office, 201 Furnace Road, Lewisburg, PA 17837 until 11:00 a.m. prevailing time on May 4, 2022, at which time and place, all bids will be publicly opened and read aloud.

Wall mounted, split, multizone, ductless heat pump system unit, to include:

  • (1) Mitsubishi or equivalent, 20,000 BTU Outdoor Heat Pump, model MXZ-2C20NAHZ2-U1; and
  • (1) Mitsubishi or equivalent, 9,000 BTU ductless wall mounted heat pump air handler, model MSZ-GL09NA-U1; and
  • (1) Mitsubishi or equivalent, 6,000 BTU ductless wall mounted heat pump air handler, model MSZ-GL06NA-U1; and
  • (2) Wireless Thermostats; and
  • (2) surge protectors; and
  • (2) Heat Pump Wall Bracket; and
  • (2) junction boxes; and
  • All necessary components, including line and low voltage wiring, refrigeration piping and specialties, drain lines, slim duct concealment, and
  • manufacturer’s warranty Labor to install all components

Job Opportunity: Payroll Specialist (Part-time)

Primary responsibilities of the candidate include:

  • • Collection of timesheets for bi-weekly payroll
  • • Reviewing timesheets for accuracy, timeliness, and completeness
  • • Data entry of timesheet information into payroll system
  • • Entering payroll changes-tax rates, pay adjustments, benefits, direct deposits, etc. as needed
  • • Prepare bi-weekly payroll and payroll reconciliation reports
  • • Prepare retirement plan reports-403b & 457b
  • • Review for accuracy, edit as needed, import, and post the payroll journal entry
  • • Computation and posting of accrued payroll entries
  • • Review payroll annual & quarterly reports prepared by 3rd party payroll provider
  • • Submit or enter 3rd party sick pay on a timely basis
  • • File annual reporting forms 1094C/1095C and forms 1099NEC/MISC as required
  • • Assist Fiscal Controller with collection of payroll data for grant reports and any audits or grant monitoring
  • • Additional duties as deemed necessary

Required qualifications/skills:

  • • 2-3 years’ experience preparing large payrolls (over 30 employees) associates degree a plus
  • • Knowledge of bookkeeping for payroll and generally accepted accounting principles (GAAP), governmental/ non-profit experience a plus
  • • Must be able to maintain confidentiality of highly sensitive information
  • • Data entry, multitasking, and a high degree of accuracy and attention to detail
  • • Ability to meet deadlines
  • • Proficient with Microsoft Office specifically excel

SEDA-COG Announces New Director of Transportation Planning

SEDA-Council of Governments (SEDA-COG) is pleased to announce that Steve Herman, an 18-year staffer, is the new director of its Transportation Planning program.

Herman began his career at SEDA-COG in 2002 as an intern, rising through to a position as a GIS Technician, then Transportation Planner, and now the Transportation Planning Program Director. He has led the development of many transportation plans and studies over his career that have resulted in a safer and more efficient transportation system for its eight-county Metropolitan Planning Organization (MPO) region. He’s helped identify transportation issues and develop solutions that increase mobility, accessibility, and quality of life for SEDA-COG’s residents and visitors.

Throughout Herman’s career, he’s been especially proud to play a part in advancing the Central Susquehanna Valley Transportation (CSVT) Project – an over $800 million project that will improve safety, relieve congestion, and accommodate growth in the region – and in preparing the eight-county MPO region’s Transportation Improvement Program (TIP) that regularly invests more than $100 million per year for key transportation upgrades. He has provided local governments with technical assistance in preparing funding applications and implementing their proposals, as well as coordinated the PennDOT Local Technical Assistance Program (LTAP) training and technical assistance offerings for SEDA-COG region municipalities. In addition, Herman has served or been appointed to several statewide work groups and advisory committees that evaluate plans, programs, and trends. He is a member of the American Institute of Certified Planners (AICP).

Herman’s major goals as director include sustaining the vital working relationship SEDA-COG has developed with both the public and local governments. “I want to maintain and build on the excellence of our transportation planning program in helping to ensure our region is as safe, strong, and vibrant as it can be. I would like to continue and boost our internal and external collaboration to leverage available resources and support greater implementation of priority plans and projects. I want to engage in multidisciplinary planning and actively listen to the needs and ideas of planners, transportation industry experts, local governments, business leaders, non-profit organizations, and the general public,” Herman said.

SEDA-COG Executive Director Kim Wheeler said Herman has all the qualities one could look for in a successful leader. “Steve brings with him into this role 20 years of invaluable experience. He has spent his entire career dedicated to making our region a better place to live, work, and travel upon. He has the vision and the initiative to continue to advance our region’s transportation system and options in a way that is both proactive and in response to the growing needs and interests of today’s users. I look forward to working with Steve in this new capacity,” Wheeler said.

He earned his Bachelor of Arts Degree in Geography and Environmental Planning from Bloomsburg University in 2002. Herman stressed the role that transportation plays in the overall success of the SEDA-COG area.
“Transportation is essential to our region’s economic competitiveness, accessibility to goods and services, and overall quality of life. Our residents must be able to reliably and safely travel to their jobs, medical care, schools, shopping destinations, entertainment venues, recreation amenities, and more. I enjoy being part of the process to make sure our transportation system is well-maintained, that it is cohesive, and that it functions well for all people,” Herman said.

Through SEDA-COG, counties and municipalities in Central Pennsylvania have a voice in the state’s transportation plans. Working together with SEDA-COG, local government, the business community, and non-profit organizations establish the region’s transportation priorities. Those priorities are detailed in the TIP, updated by SEDA-COG every two years and often amended. There are numerous opportunities for public participation in developing the TIP, including its periodic review by SEDA-COG’s MPO. The TIP encompasses the first four years of the Commonwealth’s Twelve-Year Transportation Program.

As a community and economic development agency, SEDA-COG enhances the quality of life and economic advantage for residents and businesses in 11 central Pennsylvania counties through its vital partnerships and initiatives. SEDA-COG also is an advocate for the interests of its communities at the state and federal levels.
