The Sullivan County Commissioners on behalf of Cherry Township, will receive sealed bids, one (1) original and two (2) copies, for the CDBG Village of Mildred Sewer System Improvements Project, until 1:00 PM prevailing time on March 19, 2021 at the Sullivan County Court House, Commissioners Office, Attention Francine Doyle, Chief Clerk, 245 Muncy Street, Laporte, PA 18626. Bids will be publicly opened and read aloud at the regularly scheduled Commissioners Meeting, on March 23, 2021 at 10:00am, located at the Sullivan County Court House, 245 Muncy Street, Laporte PA, 18826.

The project consists of the replacement of existing 8-inch diameter sanitary sewer main and connections throughout the Village of Mildred Collection System. Work will also include rehabilitation of the existing pump station, raising of manholes, gravity sewer main and manhole replacement. Refer to the bid form and summary of work for additional project details.

Copies of said documents may be obtained from the Horseheads Office of Dataflow, Inc., Airport Corporate Park, 100 Hunt Center, Horseheads, NY 14845, phone (607) 562-2196, fax (607) 562-3214, by bidders upon payment of a deposit of $75 for each complete set and a separate, non-refundable $25 shipping and handling payment for each set. Electronic (pdf) files are also available for a non-refundable payment of $25. All bids are to be submitted on the Bid Forms contained in the Contract Documents. Proposals that are faxed or e-mailed to the Sullivan County Commissioners Office cannot be accepted. Please be advised that Sullivan County does not receive early morning delivery for overnight mail. The proposal envelope must be
sealed and clearly marked as the bid for Sullivan County CDBG Village of Mildred Sewer Improvements Project with the name and address of the bidder.

A certified check or bank draft payable to the order of Sullivan County Office of Grants, or a satisfactory Bid Bond executed by the bidder and an acceptable surety in an amount equal to ten percent (10%) of the total
Bid price, shall be submitted with each bid. The bidder shall include the fully completed Non-Collusion Affidavit with the bid.

In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in
his/her aggregate on-site construction workforce for contracts in excess of $10,000.


Sullivan County is utilizing federal funds for this project and has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, 12432 and a Section 3 Action Plan in accordance with Title 24 Part 135 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid.  Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. The Section 3 Action Plan applies to contracts of $100,000 or greater and requires the
CONTRACTOR to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and 30% of all new hires shall be Section 3 residents. Sullivan County, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project.

Bids may be held by the Sullivan County for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. Sullivan County reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
