Montour County, on behalf of Danville Borough is requesting quotations for the purchase of Professional Engineering Services. These services include all necessary design and specifications for the bidding and contracting of the demolition of structures located at 60 Iron Street and 67-69 Iron Street in Danville Borough, Montour County. It is possible that one or more structures may not be acquired and demolished.

Job Opportunities: Part-time Housing Rehabilitation Manager

Primary responsibilities include:

  • – Pursuing opportunities for program funding, new program clients, and new program elements within a broad definition of program responsibilities.
  • – Maintaining annual funding at levels necessary to maintain the program mission and staff.
  • – Managing budgets, overseeing invoicing for services.

  • – Working knowledge of Fair Housing MBE/WBE, Section 3, 504 and other requirements under the HOME federally funded program
  • – Excellent public speaking and communication skills
  • – Problem solving and analytical skills
  • – Familiarity with industry regulations and quality standards
  • – Proficient computer skills
  • – Cross functional communicator

Preferred qualifications/skills:

  • – Bachelor’s degree
  • – 2-5 years of supervisory experience in a similar field

Invitation for Bid: West Pine Street Lighting Project

The Borough of Selinsgrove will receive sealed bids for “West Pine Street Lighting Project”, at One North High Street, Selinsgrove, PA 17870 until 3:00 p.m. on Thursday August 25, 2022, at which time and place, all bids will be publicly opened and read aloud.

The project consists of but is not limited to the following: Installation of pedestrian streetlights, horizontal directional excavation, electric, sitework, cast-in-place concrete, ADA curb ramps, selective demolition, seeding, mulching, E&S controls and other work indicated in the Contract Documents.

A non-mandatory Pre-Bid Conference will be held for prospective bidders on Thursday, August 11, 2022 at 11:00 a.m. at Borough Hall located at One North High Street, Selinsgrove, PA 17870.

Copies of the Contract Documents may be examined and obtained by depositing $100.00 per set with the Borough of Selinsgrove, One North High Street, Selinsgrove, PA 17870 by contacting the Borough office at (570) 374-2311. A digital copy in PDF format can be obtained at no costs to the contractor by contacting the engineer. A certified check or bank draft payable to the order of The Borough of Selinsgrove, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.

A Performance and Payment Bond in an amount equal to 100% of the amount of the contract and issued by a corporate surety authorized to do business in the Commonwealth of Pennsylvania will be required to be furnished by the successful bidder.

Compliance with Act 127 of 2012 requiring all contractors and subcontractors to use e-Verify for verification of employment eligibility for all employees will be required. Verification form shall be provided to the Borough of Selinsgrove as a precondition of being awarded a contract.

In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000.

The Borough of Selinsgrove is utilizing federal funds for this project, and Snyder County has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid.

Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. For projects which the amount of HUD or CDBG funding exceeds $200,000 the CONTRACTOR must attempt to meet the minimum numerical goals of which 25% or more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. Selinsgrove Borough, in accordance with Snyder County’s Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination.

Bids may be held by the Borough for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The Borough reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.

The project is federally funded and subject to all related federal regulations. Davis-Bacon and related Acts apply to this contract.

Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
