Job Opportunity: Housing Rehabilitation Program Analyst

  •  Prepare grant applications to assure continuous funding and expansion of housing
    rehabilitation and flood resiliency activities.
  •  Attend and conduct Public Hearings.
  •  Assist director with preparation of quarterly billing.
  •  Conduct debarment checks for all activities prior to award.
  •  Preparation of exempt and Broad Level (Tier One) NEPA ER’s.
  •  Prepare bid packets, homeowner packets, award packets.
  •  Prepare invoices and drawdown funds once approved by DCED through IDIS.
  •  Set up new contracts in IDIS.
  •  Prepare and submit various reports on a monthly, quarterly, and semi-annually basis.
  •  Maintain integrity of file structure (physical and electronic).
  •  Mail general contractor applications and requirements.
  •  Maintain record of all contractor certifications.
  •  Review weekly payroll certification and contractor grant compliance forms.
  •  Preparation and dissemination of RFQ/RFP’s
  •  Maintain confidentiality of highly sensitive information.

  •  Proficiency with Microsoft Office software programs
  •  Strong multi-tasking and time management skills
  •  A high-level of accuracy and speed in preparing word documents

Job Opportunity: Community Development Program Project Coordinator

SEDA-Council of Governments’ Community Development Program provides project based technical assistance to counties and communities both within and outside of the 11-county region, overseeing the development and implementation of approximately 25 public works projects annually. The program shepherds a broad range of public infrastructure and community facilities projects, most often utilizing federal Community Development Block Grant (CDBG) and American Rescue Plan Act funding.

Primary responsibilities of the position include:

  • • Development and implementation of public projects
  • • Various Federal, State, and Local Grants administration
  • • Financial management
  • • Contract and project management
  • • Coalition-building and leadership
  • • Assuring compliance with federal and state contracts and regulations

Required qualifications/skills:

  • • Bachelor’s degree, strong analytical, public speaking, and writing skills are critical, as is the ability to remain detail-focused, while managing numerous concurrent projects.
  • • Experience in municipal governance and community development is preferred.
